What does “Cable service” mean in Colorado criminal law?

"Cable service" means: (I) The one-way transmission to subscribers of a video programming service; (II) Two-way interactive services delivered over a cable system; (III) Subscriber interaction, if any, that is required for the selection or use of such video programming or interactive service. (C.R.S. § 18-4-701)
