What does “Dually identified crossover youth” mean in Colorado criminal law?

"Dually identified crossover youth" means youth who are currently involved in the juvenile justice system and the child welfare system or have a history in the child welfare system that includes, but is not limited to, a family assessment response service plan or an open case. (C.R.S. § 19-2.5-102)
