What does “Enterprise” mean in Colorado criminal law?

"Enterprise" means any individual, sole proprietorship, partnership, corporation, trust, or other legal entity or any chartered union, association, or group of individuals, associated in fact although not a legal entity, and shall include illicit as well as licit enterprises and governmental as well as other entities. (C.R.S. § 18-17-103)
