What does “Young adult offender” mean in Colorado criminal law?

"Young adult offender" means a person who is at least eighteen years of age but under twenty years of age when the crime is committed and under twenty-one years of age at the time of sentencing pursuant to this section. (C.R.S. § 18-1.3-407)
