What does “Enterprise” mean in New Jersey criminal law?

"Enterprise" includes any individual, sole proprietorship, partnership, corporation, business trust, association, or other legal entity, and any union or group of individuals associated in fact, although not a legal entity, and it includes illicit as well as licit enterprises and governmental as well as other entities. r. (N.J.S.A. 2C:20-1)
