What does “Nontherapeutic nicotine device substance” mean in Utah criminal law?
"Nontherapeutic nicotine device substance" means a substance that: (13)(a) contains nicotine; (13)(b) is sold in a cartridge for use in a nontherapeutic nicotine device; (13)(c) is not purchased with a prescription from a licensed physician; and (13)(d) is not approved by the United States Food and Drug Administration as nicotine replacement therapy. (Utah Code Ann. § 76-9-1101)
