What does “Secondhand actor” mean in Utah criminal law?

"Secondhand actor" means: (1)(a)(vi)(A) a pawnbroker; (1)(a)(vi)(B) a person who has or operates a business dealing in or collecting used or secondhand merchandise or personal property; or (1)(a)(vi)(C) an agent, employee, or representative of a pawnbroker or person who buys, receives, or obtains property. (Utah Code Ann. § 76-6-408)
