What does “Delinquent child” mean in Virginia criminal law?

"Delinquent child" means a child 11 years of age or older who has committed a delinquent act or an adult who has committed a delinquent act prior to his eighteenth birthday, except where the jurisdiction of the juvenile court has been terminated under the provisions of § 16.1-269.6 . (Va. Code Ann. § 16.1-228)
