What does “Disabled veteran” mean in Virginia criminal law?

"Disabled veteran" means a veteran who (i) has either lost, or lost the use of, a leg, arm, or hand; (ii) is blind; or (iii) is permanently and totally disabled as certified by the U.S. (Va. Code Ann. § 46.2-100)
