What does “License plate” mean in Virginia criminal law?

"License plate" means a device containing letters, numerals, or a combination of both, attached to a motor vehicle, trailer, or semitrailer to indicate that the vehicle is properly registered with the Department. (Va. Code Ann. § 46.2-100)
