"Policy board" means the local independent ASAP board established pursuant to § 18.2-273.5 to provide local governance, budget review, and initial approval and work in consultation with the fiscal agent of the local ASAP regarding employee matters of a certified alcohol safety action program. (Va. Code Ann. § 18.2-273.1)
