What does “Qualified individual” mean in Virginia criminal law?

"Qualified individual" means a trained professional or licensed clinician who is not an employee of the local board of social services or licensed child-placing agency that placed the child in a qualified residential treatment program and is not affiliated with any placement setting in which children are placed by such local board of social services or licensed child-placing agency. (Va. Code Ann. § 16.1-228)
