What does “Seller” mean in Virginia criminal law?

"Seller" means for the purpose of any single sale of a firearm any person who is a dealer or an agent of a dealer, who may lawfully transfer firearms and who actually performs the criminal background check in accordance with the provisions of § 18.2-308.2:2 . (Va. Code Ann. § 18.2-308.2:3)
