What does “Traffic history record” mean in Virginia criminal law?

"Traffic history record" means any information collected by a business screening service on individuals containing any personal identifying information, photograph, or other identifiable descriptions pertaining to an individual and any information regarding arrests, detentions, indictments, or other formal traffic infraction charges, and any disposition arising therefrom. (Va. Code Ann. § 19.2-392.16)
