What does “Animal sanctuary” mean in Utah criminal law?

"Animal sanctuary" means a nonprofit entity, other than a government entity, that: (1)(a)(iii)(A) harbors companion animals; and (1)(a)(iii)(B) is used exclusively for the purpose of indefinitely caring for, rehabilitating, or housing companion animals. (Utah Code Ann. § 76-13-215)
